In a glorified, supervised, not-actually-relying-on-the-wilderness way, yeah. ( he makes no effort to conceal the amusement that sparks in response to her sass. she's not wrong. being a fellow resident of shadyshide has given him thicker skin and a similar resentment for his place in the world. in and out of foster care after his mother died didn't make his social standing better and declaring legal guardianship of his sister ( when he was able ) hadn't done bellamy any favors either. he knows what people say.
